U.S. Local Business Association’s Award Plaque Honors the Achievement
WASHINGTON D.C., July 11, 2008 -- Gradkell Systems, Inc. has been selected for the 2008 Best of Huntsville Award in the Computer Services category by the U.S. Local Business Association (USLBA).
The USLBA "Best of Local Business" Award Program recognizes outstanding local businesses throughout the country. Each year, the USLBA identifies companies that they believe have achieved exceptional marketing success in their local community and business category. These are local companies that enhance the positive image of small business through service to their customers and community.
Various sources of information were gathered and analyzed to choose the winners in each category. The 2008 USLBA Award Program focused on quality, not quantity. Winners are determined based on the information gathered both internally by the USLBA and data provided by third parties.

June 2008 - Crane, IN - Navy Surface Warfare Center, Crane Division implements DBsign UWS in the Information Logistics Support Management Information System (ILSMIS).
DBsign Universal Web Signer (UWS) will be used to place CAC digital signatures on purchases and approvals in ILSMIS. The application is developed in Oracle Web Forms which creates complexity in dealing with external interfaces such as CAC. But with DBsign UWS, PK-enabling this Oracle application is greatly simplified.
DBsign UWS requires no client-side install, but loads a Java applet via the browser instead. This gives applications the flexibility of being accessed from multiple client O/S machines including Macs and Linux.
May 2008 - Dayton, OH - The Job Order Cost Accounting System (JOCAS II) program implements DBsign for digital signatures.
JOCAS II is a robust cost accounting system with an open architecture based on Oracle9i information systems technology. Through its easy-to-use, web-enabled, graphical user interface (GUI), JOCAS II simplifies the cost accounting process and provides a detailed accounting of those costs. JOCAS II is currently used by Major Range and Test Facility Bases (MRTFBs); Research, Development, Test, and Evaluation (RDT&E); Space Command; and the Defense Security Service (DSS). These communities have relied on the JOCAS II application since the early 1990s and continue to trust the system to provide financial information for the decision-making process. From a technical perspective, the JOCAS II application is a complex application that supports Government financial regulations, and cost accounting business processes. JOCAS II conforms to the statutory requirements of the Federal Managers Financial Integrity Act (FMFIA) and is verified by Air Force Audit Agency as compliant with The Chief Financial Officers Act of 1990 (CFO). JOCAS II is a web-based application that meets secure sockets layer (SSL) and Government security requirements. It is comprised of 303 database tables and 308 software modules (Oracle forms, Oracle reports, C processes, and PL/SQL packages) with an estimated 2.8 million lines of code.
February 2008 - Randolph, AFB - DBsign is chosen to PK-enable the Virtual Military Personnel Flight's (vMPF) automated DD214.
DD Form 214 is a document of the United States Department of Defense issued upon a military service member's retirement, separation or discharge from active-duty military. DD Form 214 is widely regarded as one of the most important documents in the military as it is a complete record of a service member's time in the military, awards and medals, and other pertinent service information such as promotions, combat service or overseas service, Military Occupational Specialty identifiers and record of training and schools completed. The vMPF is an electronic replica of the traditional personnel office that serves military members on a base. Like the real thing, the virtual personnel shop will supply information to visitors, allow them to check their records, and within limits, let them initiate actions that formerly have required in-person visits. DBsign's implementation in vMPF gives the USAF personnel the ability to sign their electronic transactions with the CAC badges.
November 2007 - Scott, AFB - USAF LeaveWeb application implements DBsign for digital signatures.
Airmen throughout the Air Force can take advantage of a simplified and automated online leave system called LeaveWeb. LeaveWeb streamlines the leave process by allowing airmen to submit leave requests and approvals electronically, saving time and improving customer service, according to finance officials. The paperless process allows people to electronically coordinate leave with supervisors, orderly rooms and financial services offices. In November, Secure Data, Inc., the LeaveWeb contractor, implemented DBsign to add CAC digital signatures to the application. The USAF Permanent Change-in-Station Processing System (AF PIPS) also was PK-enabled using DBsign.
October 2007 - Wright-Patterson, AFB - The Automated Business Services System (ABSS) gets a makeover with DBsign for HTML applications with Universal Web Signer (UWS) for Macs and Linux.
The US Air Force's ABSS was the first application to implement DBsign in May 2000. At the time, and until recently, ABSS was a client-server type of application. With its move to the web, the application has now implemented the version 3.0 of DBsign with the new Universal Web Signer (UWS). ABSS is developed in Oracle Web Forms and the UWS simplifies the CAC login and digital signatures without using cumbersome Oracle methodologies.
June 2007 - US Navy Supply Information Systems Activity (NAVSISA) chooses DBsign to PK-enable the Navy's DD 2875.
Following suit with the Air Force, the Navy also chooses DBsign to automate the public key digital signatures of the agency's System Authorization Access Request (SAAR) also known as the Department of Defense Form 2875. The application is expected to be deployed sometime in 2008.

October 2006 - Gradkell Systems, Inc. sponsors the Documentation and Paperless Automation for Pharmaceuticals and Medical Devices Conference.
At this conference speaker Grady Gaston of Gradkell Systems, Inc. will present:
Electronic Signature Implementation for Data Integrity and Non-Repudiation
The Food and Drug Administration's requirement for 21 CFR Part 11 compliance can easily be satisfied with today's electronic signature technology. Furthermore, electronic signatures can help satisfy Sarbanes-Oxley Act compliance, as well as the Health Insurance Portability and Accountability Act compliance.
- Approaching the specifics of 21 CFR Part 11 for Records under Predicate Rule requirements
- Data Integrity for Long-lived documents
- Non-Repudiation and its impact on satisfying Sarbanes-Oxley and HIPAA
Gradkell Systems, Inc. pioneered electronic signatures in 1991 in cooperation with the National Institute of Standards and Technology (NIST) and the General Accounting Office (GAO). Today, more federal funding transactions are digitally signed with Gradkell's technology than any other.
June 2006 - US Army Test and Evaluation Command (ATEC) elects to digitally sign their resource management data using DBsign®.
ATEC chooses RM-Online, provided by CACI, for their resource management tool with DBsign® for digital signatures.
January 2006 - President Bush calls for "wider use of electronic records and other health information technology" in the State of the Union speech.
In the State of the Union speech, President Bush states: "We will make use of electronic records and other health information technology to help control costs and reduce dangerous medical errors."

The PeopleSoft application running in the IBM AIX environment will have its digital signature capability provided by DBsign®. DIMHRS is the largest PeopleSoft deployment ever attempted, serving over 3.1 million users.
March 2005 - State of Indiana chooses DBsign®
The State of Indiana Department of Correction (DOC) selects DBsign® to Public Key (PK)-enable its Oracle WorkFlow application. DBsign® adds authentication and digital signatures to DOC's Substance Abuse Management System (SAMS). About 30 to 35 percent of offenders eligible for a time cut do not receive their full time cut because the current system is choked with paper. DBsign will conservatively save the State of Indiana $85,000 annually by adding digital signature to SAMS and eliminating the need for a paper signature.
